Design process of large-scale engineering project is a complex dynamic system,the scope is wide and lots professional and personnel involved,any unmatched settings will trigger the potential of cost and schedule overrun.However,available knowledge is not always successful in helping project managers’ cost and schedule target,it will be difficult for the decision maker to make efficient strategy for project performance improvement without well understanding of the complex feedback and influencing factors in the design process of a complex projects.This paper aims to establish a system dynamics model for the design process of an engineering project,help the project manager to understand the factors that impact the cost of the design,offering a scientific basis for decision making.Based on reviewing the application of system dynamics in project management and cost management theory in the field of project management,the paper discussed project cost management process,analyzes the main factors affecting the cost of engineering design,then according to the system dynamics theory and modeling steps,established sub systems of an engineering design project: the design process,external requirement generation,project feasibility,efficiency and project cycle,project evaluation,project staff modules.And based on the mutual feedback between systems,integrated the subsystems to a complete engineering design project management system dynamics model.By performing system dynamics model simulation,the paper analyzed the impact of change of planned human resources,improve work efficiency,project quality impact on the cost and schedule of engineering design.Then the study recommended policies for improving project performance based on the factors impact of the project cost and schedule,evaluate the extent of the impact and by linear regression analysis,use this result as an input of AHP weight scoring,then use AHP evaluation to find the most appropriate decision on control project cost.This paper established engineering design project implementation dynamics model based on system thinking,the project execution simulation help project managers better understand the dynamic behavior of a complex projects,identify the factors impact the project cost,furthermore the simulation provided quantitative results,via the AHP model can,make strong support for the costs management decisions,effectively reduce the difficulty of project cost management.
