Urban disaster prevention planning and landscape planning have many common carriers From space. However, most of the existing research from the point of view of urban disaster prevention planning. Analysis of the location of the shelter, connection of the channel and the rationality of the facility configuration, Or relationship between the green space and the shelter, design of disaster prevention park, etc. No systematic study on the relationship between landscape planning and disaster prevention.The author studies is based on the perspective of landscape planning and design to study urban prevention function, mainly from the viewpoint of landscape planning and landscape design, finding out the key points of landscape planning and design, and establishing analysis Platform of landscape planning and design. Taking two towns, Wenchuan and Beichuan, for example for the study, analyze the prevention function of landscape planning and design in reconstruction of the two, and study it’s rationality from macro to micro, divided into landscape partitions, landscape elements planning and landscape design three levels. landscape partitions analysis using the method of comparison, landscape elements planning analysis using the method of quantification and comparison, landscape design analysis using the method of field research. The main conclusions of the study include:(1)Comprehensive analysis on the suitability evaluation map of urban land use in the landscape zoning. In the suitable construction area should be based on human landscape display, not suitable for the construction of regional ecological priority, should be based on the natural landscape display.(2) Urban landscape elements layout planning should be combined with other non landscape space (school, gymnasium, etc.) to consider the rationality of the layout of the landscape elements. According to the service radius, with global coverage, but also satisfy the standards for the per capita effective shelter area layout principle. The layout planning of evacuation and rescue channel to provide more choice of foreign evacuation strengthen connection. The interior should be connected to the network and combined with the shelter.(3) Unify the standard of measurement. When the landscape requirements and the requirements to avoid conflict, security needs is the first,then meet the cultural, aesthetic and other landscape needs.Finally, it is suggested that the landscape planning and design should consider the function of avoiding disaster in the construction of small towns both in the post disaster reconstruction and the general construction of small towns, for promoting the successful realization of the urban comprehensive disaster prevention planning.
