Maritime search and rescue is an important guarantee for the safety of life at sea. SAR environment should be considered as the base where SAR task is conducted. National maritime search and rescue emergency plan require to carry out SAR evaluate after the end of operations. According to the surveys of sea (water) SAR operations, factors including wind, wave, air temperature, water temperature, visibility, type of ship and off shore distance are considered, which means environmental factors have attracted attention. But the number of factors is not comprehensive enough and an overall assessment of SAR environment is necessary. In the evaluation of effectiveness of SAR, success rate of life rescue is the only index considered, while the effect of environment is ignored, which is closely related to search and rescue. In this paper, maritime search and rescue environment, refer to all objective factors combined which affect SAR environment. By studying and evaluating the merits of maritime search and rescue environment, evaluation of SAR of life at sea could be more scientific than before. SAR forces can be organized, coordinated and deployed more targeted, and the efficiency of SAR can be improved.1.This article describes the basic situation of rescue of life at sea, and enumerates the composition of salvage power, finding adaptability to environment of different type of SAR resources.2.Search and rescue method is described, especially the search and rescue operations, including determination of datum, cover of search area and rescue of target.3.Combined with each step of search and rescue process, this article analyze all environmental factors impacting effect of search and rescue, which is divided into three aspects, natural environment factors, search and rescue territory factors and navigation environment factors. Natural environment factors include hydrometeorological environment factors and geographical environment factors. Search and rescue territory factors include area of SAR territory, shape of SAR territory and distance of territory from the coast. Navigation environment factors include vessel density factor and traffic composition factor.4.AHP and fuzzy comprehensive evaluation method are used to establish a comprehensive evaluation index system.5.Finally, select a MSA territory and input its data into this model, with calculated results of the evaluation, we can test and verify this comprehensive evaluation index system. This evaluation can provide a reference to a certain extent make up for the limitations of past evaluation which success rate of life rescue is the only index considered.
