Since China’s reform and opening up,the urbanization speeds up, and theurbanization level is greatly increased. It is not only the need of overall urban andrural development in China, it also is the need of building a harmonious society toPromote the development of urbanization process. Rural-urban fringe zone—thetransitional area of the city and the country, its land use has city land commoncharacters, also has rural area land characters. It not only provides the necessary rawmaterials for production and living to the city residents, but also bears the productionfunction of rural land. So its land use limits by the urban construction and agriculturalpurposes. The characteristic land use pattern of rural-urban fringe zone, lead to aseries of social, economic and environmental problems. Therefore, how to coordinatethe land use structure of Rural-urban fringe zone, and optimize the layout, then makeit meet the requirements of urban construction and ecological protection, will havevery important practical significance.This paper introduces a new planning concept—“Anti-Planning”, and combinedit with the traditional land use planning. Comply with the “Anti-Planning”, this papergives priority to build ecological infrastructure and distribute the ecological land. Atthe same time, the paper carries forwardthe land demand forecasting method oftraditional planning. Combined with the two ideas, and then distributes all kinds ofland use. In the empirical research, this paper takes Zhongjiazhuang Office inJincheng city for an example; put forward a land use program with “Anti-Planning”concept. It is in2005for the base period and plans for2006-2020in the program.Firstly, it has investigated and analyzed the natural resource, biological environment,land use and so on of the research area, and evaluated the landscape processes such asnatural, biological and human process, then built three different security levels oflandscape security pattern. Secondly, the paper has selected the middle security levelof the landscape security pattern as ecological infrastructure (short for EI) based onthe social development characteristics of rural-urban fringe zone. According to the EI,the paper delimited the ecological security control area. Outside of the ecological security control area, the paper arranged construction land indexes, then drew the landuse control partition and ecological function zoning, then optimized the land uselayout. Finally, the paper has analyzed the feasibility of the “Anti-Planning” program.The empirical research shows that: the planning indexes of the program conformto the requirements of the superior planning, and it optimizes the land use structure ofZhongjiazhuang Office. We can see that: Introducing the “Anti-Planning" to thegeneral land use planning, can not only meet the demand of land in rural-urban fringezone, but also help to achieve rational utilization of land resources and promote thesustainable development of land resources. In addition, this study brings basicfarmland into ecological security pattern; it reflects the ecological function ofagricultural land, it has certain innovation significance. In general, it is an effectiveway to introduce the “Anti-Planning" to the general land use planning for solving thecontradiction of population and land, and it takes as an example to draw up the newland use planning for other rural-urban fringe zones.
