Research On The Classification And Planning Of Rural Infrastructure

Infrastructure is the basic condition supports the rural development, it is also animportant part of building new socialist countryside. But now most of infrastructureplanning in rural areas is "copy" of the urban infrastructure planning methods, the contentfor the rural infrastructure planning is not uniform, the classification is not standardized,the indicator system is not scientific enough, the implementation of the planning is difficult.To solve the above outstanding problems, this paper discusses the rural-based features on"Production - Living - Ecology" classification framework of rural infrastructure and intendto provide guidance on the planning methods and indicator system in rural infrastructureplanning.The paper mainly includes four contents:The first part is an introduction .It introduces the purpose, the significance, the conceptsand methods of the article. This part involves widespread concern of the domestic andinternational research on infrastructure which includes the concept of infrastructure, thepublic goods theory, the infrastructure planning in foreign countries, and the nationalinfrastructure planning at all levels in rural planning in China.In the second part we forms a "Production - Living - Ecology" framework of theclassification system of infrastructure based on the analysis of the impact factors of ruralinfrastructure and the function of the village. We construct the projects of ruralinfrastructure classification in detail on the, the living infrastructure and the ecologicalinfrastructureThe third part is an instance, it discusses the planning principles, the methods andindicators system of" Production - Living - Ecology" infrastructure under the guidance oftheoretical framework.The fourth part of this paper analyses the path and policy of implementation in"production - Living - ecology " planning.
