With the rapid development of city, urban-rural fringe has become the frontier area of the development of city. Many problems concerning the urban-rural fringe are arising because 1.the duality of economic structure, 2.the collision between political system and culture, 3. the complexity of types of land-use and its structure 4. the confusion of property right, 5. the great frequency of land-use activities. So, it becomes harder and harder to make clear prediction over time.The contradiction between lagging-behind city planning and the quick development of the city are more and more apparent, which is regarded as the hotspot of city growth and the difficult spot of planning and management. So, I make an improvement of land-use planning for urban-rural fringe and put forth the dynamic land-use planning method after a careful consideration of external variables, which is based on the study of urban-rural fringe land-use structure and its dynamic evolving mechanism. Because the only use of planning technology cannot solved the above contradiction, a fairy good management is necessary for its smooth implementation of the land-use plan. So, I suggest a suitable way of planning and management of the urban-rural fringe on the base of study on land property rights system with aim to solve the above problem from two perspectives, one is planning technology and the other is planning management. Finally, to take the example of detailed land-use-restrictive planning, I have a great discussion of drawing back effect of urban-rural fringe on rapid development of Dalian city in its program of "expansion toward the west and north". Another focus of my discussion is settlement of problems in practice by using planning technology.
