With the fast development of civil aviation industry in southwest China, aviation hubs are constructed rapidly in various areas. However, during this process, some difficulties and problems come into being-the lack of airport infrastructures leads to insufficiency of aviation hub’s capacity. The shortage of professional intellectuals, technology and supporting facilities results in low performance of airport support capacity. Low transit capacity and unbalanced development of regional airlines provides insufficient support to main airlines. Besides, the external challenge comes from the development of high-speed railway and some other difficulties stand in the way of the development of civil aviation industry as well.To promote coordinated development of aviation hubs in southwest regions, this thesis adopts the research methods of on-site survey, data analysis, comparative analysis and document research. Mainly based on the development situation of civil aviation industry in southwest China, especially the current situation of main airports, this paper attempts to achieve a comprehensive analysis about the potential of aviation market and social benefits of aviation hubs in southwest regions. The analysis mostly focuses on policy research from the perspective of civil aviation administrative authorities.The major conclusions are as follows:First, in southwestern regions, the phenomenon of rapid aviation hubs construction roots in both historical and realistic reasons. In southwestern China, the status of being the first aviation hub stands for discourse power and resource allocation priority. However, as for the construction of aviation hubs, it is beneficial and it will bring positive external effects.Second, the harmonious development of aviation hubs needs the function of both market and government. In this way, we can realize effective and optimized allocation of resources. Thus, as the administrative authority in civil aviation industry, Southwest Regional Administration of CAAC should adhere to the guidance of correct policies and moral principles, practice the concept of serving the whole industry, and fully recognize the demands from local government and the public. In the mean time, the administrative authority should research and implement scientific and harmonious development policies to serve aviation industry better. Besides, aviation government must stick to the unity of efficiency and fairness, follow the guidance of correct political and moral principles, and practice the concept of scientific decision-making to meet regional demands for aviation transportation.Third, the construction of aviation hubs should adopt a combination of methods to achieve coordinated development. Strengthening airport capacity, enhancing transport ability, and improving airline network are major measures. This process needs strong support from intellectuals, science and technology.Fourth, more importance should be attached to the integrity of aviation industry chain. Civil aviation transportation should coordinate with other transportation modes. In order to attract aviation enterprises and strengthen the power of base airlines, government should provide privileges concerning tax and land. Through cultivating and supporting regional airports, developing airport economy and aviation industrial chain, the driving and leading capacity of aviation hubs will be enhanced.Fifth, regional aviation hubs must realize coordinated development. There can be several aviation hubs, which serve different economic areas and administrative regions respectively. For example, with the steady development of China-ASEAN Free Trade Area and the intensifying economic cooperation between China and foreign countries, Kunming, the national gateway hub, is facing with great opportunities. Its status of being the strategic bridgehead of civil aviation industry in Yunnan province will be highly strengthened. Kunming then will become an export-oriented aviation hub facing Southeast Asia and South Asia. Besides, Chengdu and Chongqing, two regional aviation hubs, also serve regional economic and social development. Through mutual competition and cooperation, the two cities give a full display of their advantages and serve regional economic and social development to the greatest extent. In the meantime, Guiyang in Guizhou province and Lhasa in Tibet Autonomous Region play an indispensable role in regional aviation development as well. Both of them have great potentials. |
