Since the1980s, our country’s highway construction has changed each passingday. The supernormal development speed brings rapid development for the transportindustry, at the same time exposes the problem of uneven development betweenregions and lack of mature highway construction management mode for complexmountainous area in West China. Since Sichuan Ya-lu Expressway has the typicalcharacteristics of western mountains, such as high seismic intensity, complextopography and geology, changing climatic and ecological environment, it has beenconfirmed as one of the Science and Technology Demonstration Projects by the MOT.This paper studies construction management mode and evaluation theory oftechnology performance for Ya-lu Expressway as the representative of westernmountain highways. Firstly, this dissertation analyzes the relative merits andapplication sphere of existing highway construction management modes at home andabroad. Secondly, according to the special needs of western mountain highways’construction for management model, the paper first proposes FIDIC-PMCmanagement model and applies it to the construction of Ya-lu Expressway to ensurethe smooth implementation of the research project. In the area of evaluation fortechnology performance, first of all, according to the basic situation of currenthighway construction, the dissertation prepares a comprehensive evaluation indexsystem from the aspects of science and technology demonstration, projectmanagement maturity, project implementation effect, the socio-economic benefits.Then after comparing the common evaluation methods, based on the characteristics ofhighway construction, this paper combines the advantages of Delphi, AHP, GrayCorrelation Analysis and Fuzzy Comprehensive Judgment to form a new evaluationmethod-DAGF to evaluate the technology performance. Finally this treatise evaluatesthe technology performance of Ya-lu Expressway using established index system. Thescore of9.33shows that the overall performance of Ya-lu Expressway is significantlybetter than the average of similar domestic projects and reflects the FIDIC-PMCmanagement model played a significant role in the actual construction.
