| Since China’s Reform and Opening up, the southeast coastal area has beendeveloping so fast. The problem comes out as well: the imbalance of economicdevelopment between eastern and western region becomes increasingly serious andresources carrying capacity of southeast coastal area becomes weaker. Also, with sohigher various cost, southeast coastal industry with small profit will definitelytransfer to central and western area. So far, the Supporting Policy is so beneficial tocentral and western area, which means China government encourages IndustrialTransfer in order to adjust industrial structure nationwide and transform economicgrowth pattern. In this case, an increasing number of enterprises of southeast coastalarea start to move to central regions. It is meaningful to conduct Industry Transfer.The author, based on above background, studies the important issue of IndustryTransfer: new factory setup project.The new factory project, complicated system engineering, mainly containsworkshop building, dormitory construction and employee recruitment. First of all,from project setup, factory&dorm build to factory coming into use after projectcloseout, the cycle time is so long. Secondly, those subprojects have close connection,which indicates all the subjects need to be developed according to strategic target ofthe whole process. Whether the project could be done on schedule or not will not onlyaffect urban and rural employment of B city even the province, but influence Acompany’s future industrial distribution and business development. Therefore, theproject progress needs to be managed and compiled in systemic and scientific way.Meanwhile, project progress control plan needs to be real-time, which could reach theoptimal overall target, guarantee project completion on schedule.The author, based on new factory setup project in B city, introduces schedulingmanagement in specific case rather than only on theory: new factory project and aims to speed up factory build project properly. By introducing the definition of projectsand scheduling management and the study of theory, the author analyzes the SOP ofproject scheduling management. On the basis of this theory, the author also givesdetailed analysis on projects management issue, which mainly analyzes projectbackground, project characteristics and key issues. Then it analyzes the causes, andoffers four methods avoiding these problems and minimizing the negative influenceto bottom: effective communication, found and equipment management, efficientprogress control and predictive control mechanism. On the basis of EPS partition,WBS setup, projects sequencing, duration estimating, scheduling plan and combiningwith engineering actual situation analysis, it creates the projects scheduling system.At last, it researches the Program’s scheduling management, by using dynamicmonitoring; the projects progress is adjusted effectively, which guarantee projects goon wheels. |
