At the same time, our country is facing the development of near space vehicle situation, in order to meet the near space high coverage, full control demand, realizing TT&C network which is mainly based on space network, subsidiarily based on land and sea network, integrated space-ground TT&C has become the urgent task.This paper compares the domestic and foreign TT&C system development and situation, analyses the integrated TT&C network structure and composition. In allusion to the integrated TT&C network’s application requirements, give an integrated TT&C network structure with using the general design method. The simulation verifies the integrated TT&C network basically conforms to the design requirement.Using the mathematical models, analysis the integrated TT&C network’s performance and establish integrated TT&C network overall performance index appraisal system. Simulate and analysis the design of integrated TT&C network and give its overall performance evaluation results.With use of Satellite Tool Kit software, design and exploit an integrated TT&C network simulation platform, give the overall software architecture design, as well as sub modules, completed the function of construction of an integrated TT&C network and the assessment of the overall performance of integrated TT&C network.Testing simulation platform verifies it is feasible for the designed integrated TT&C network; rational and valid for evaluation of integrated TT&C network performance indicators, friendly and universal for the simulation platform.
