With the fast development of the global marine economy, the ocean shipping industry, the offshore oil and gas industry, the ocean engineering, the coastal tourism and the fishing and breeding industry have increasingly active, which has brought about the changes that the navigation environment has become more complicated, offshore activities being busier and busier, sea pollution stress highly increases, the emergency disposal tasks are arduous and the mission of safeguarding people’s livelihood becomes more important than ever before. As a tremendously busy sea area in China, the maritime safety situation in North China Sea is complex and demanding. Therefore, to do absolutely the best of emergency disposal job in North China Sea is a top priority in protecting the immediate interests of the people. As the sole national professional maritime rescue and salvage force, China Rescue and Salvage Bureau (CRS) has been undertaking missions of maritime emergency response, life-saving, salvage of vessels and properties, wreck-removal, maritime fire-fighting, elimination of oil spill as well as providing safety protection for maritime shipping and oceanic resources exploration. Meanwhile, on behalf of the Chinese government, it fulfills the obligations under relative international conventions and bilateral agreements. At present, CRS deploys various types of rescue vessels and aircrafts along the coast line in North China Sea to carry out emergency disposal tasks, which has made some achievements. However, there are still important problems in the deployment of the professional maritime rescue and salvage force that need to be addressed and space for the professional rescue force to further display their function in North China Sea.By combining my own working experiences of maritime rescue and salvage, this paper reviews the current situation of the deployment of the national professional rescue force in North China Sea, analyses the influencing factors of the deployment and aims at finding out the problems such as the poorly targeted deployment of the professional maritime rescue force and the incomplete play of its emergency disposal ability. Through research, this paper gives the deployment solution and construction plan in order to further improve the ability and level of maritime emergency disposal in North China Sea, which actively adapted to and fully meet the emergency needs of the people related to the sea in North China Sea. The purpose of this research is to make certain contributions in actively promoting the development of marine economy of our country as well as the economic and social harmony and stability.
