Aids to navigation(ATONs),such as buoy and lighthouse,are artificial navigation marks that can help the ship to position,guide the navigation of ships,mark obstructions to navigation,and display warning information.In China,ATONs are of great significance to waterborne transportation,marine environment development,fishing,national defense and upholding state sovereignty.The main responsibilities of the Navigation Guarantee Center of North China Sea(NGCN)include the daily construction and maintenance,the emergency response and handling of ATONs in the north China Sea area.As an important part of the work of the navigation emergency response work,the task of setting up emergency wreck buoys means that the ATONs management department,according to relevant laws and regulations,should urgently set up a wreck buoys to warn passing ships,after a ship sailing on the coast caused a shipwreck due to collisions,bottoming or rough sea waves.If the emergency work of setting shipwreck sign is not carried out in time,other navigation ships may collide with the underwater shipwreck due to no warning,and cause another safety accident.Focusing on the problem that the emergency setting up wreck buoy in the north China Sea area is not timely,this paper has analyzed the internal causes and found out solutions to improve the timeliness of setting up emergency wreck buoys.First of all,the main problems,including the low efficiency of approval procedure and time-consuming process of for setting up emergency wreck buoys,has been found,through analyzing the current work situation of NGCN by using process optimization theory and time-action analysis method.Secondly,through a more in-depth analysis of the above problems which have been found,it can be seen that the main causes of low work efficiency are insufficient infrastructure,slow-developing ship equipment,and inadequate scientific emergency response procedures.Finally,this paper has proposed solutions for accelerating the construction of infrastructure,improving the level of ship equipment,and optimizing the emergency response procedures.According to the optimized plan,the working hours for setting up emergency wreck buoys will be greatly shortened,the response work efficiency will be significantly improved,and the safety of ship navigation will be more effectively guaranteed.
