| Production in safety relates to life safety of people, national property safety and social stability. To do production in safety well is obligatory responsibility of government. Impacted by industry character and factors in multiple aspects, safety problem of architecture industry has been standing out all along, and architecture industry is an industry with high frequency of accidents which is just lower than traffic and mining industry. Along with rapid development of our national economy in recent years, new and high-tech industrial development zone, as a pilot area of reform, its economic gross has been expanded continuously, construction scale has been increased largely, and construction speed has been accelerated obviously. As a result, construction safety problem has become a key factor impacting the development of new and high-tech zone. It is of active meaning to ensure the rapid economic development and social stability by researching and establishing feasible and effective safety supervision measures and means, promoting and improving production in safety of construction field in new and high-tech zone.This article expatiates the big increase of construction scale and speed brought by rapid economic development of new and high-tech zone. Some detailed problems existing in construction safety management have been put forward through analysis of current conditions of construction safety, relevant regulations of safety supervision, and safety supervision obligations of government. On the basis of present laws, statutes and relevant regulations, in view of scientific improvement, following tentative plans have been put forward aiming at exploring effective measures and means to promote and improve construction safety supervision efficiency of new and high-tech zone, regarding actual features and current supervision conditions of construction projects in new and high-tech zone. They are: improve rules and regulations to exert safety supervision obligations of supervision units; convert supervision means and emphasis; utilize information technology and enhance working efficiency; take economic adjusting measure and mobilize positivity of enterprise to strengthen safety supervision; adopt service contractors, set up expert supervision mechanism, and upgrade supervision efficiency and level; build up safety culture, reinforce safety consciousness and enhance supervision level etc. Finally, feasibility and effects of these plans are proved by some examples. |
