Bidding as a project transactions has been widely used in the construction sector in China. Bidding mechanism requires companies to compete in a fair, impartial, and open market environment. Tendering practice in the Inventory Valuation shows that it is the way of the efficient allocation of resources to adapt to the market economy. The bid evaluation as an important part of project bidding is a key factor to determine the success of the bidding process. The current situation of construction project bidding system is not mature. Project bid evaluation methods are not uniform throughout. Existing evaluation methods related to the weight matrix are given by the experts use their experience. So there is a large subjective and human disturbance factors. The fairness and impartiality of the bid evaluation is affected. This paper analyzes the status quo of the bid evaluation in the Inventory Valuation, and gives a comprehensive comparison of the two methods used in project market. At last it summarizes their advantages and disadvantages. The projection pursuit model introduced in Bid Evaluation in this paper for the problem of the existing evaluation methods are affected by subjective factors. This paper uses genetic, algorithms to simplify the implementation process of the projection pursuit. The projection pursuit directly reduces the dimension of the raw data of each tender, high-dimensional data is projected onto a low dimensional subspace. In the end the projection pursuit gives its comprehensive evaluation. In this way it avoids human interference of the traditional evaluation, so as to achieve the objective accurate evaluation purposes. This paper offers new perspectives for the project bid evaluation problem.
