With the constant expansion of the urban scale, the traffic volume increases rapidly, the urban intersections have become the bottleneck factor of restricting urban development. It is necessary to do something to improve the traffic efficiency and reduce the fuel consumption. This paper mainly taken the idle running as research object, no-stopping vehicle information system was designed. According to the no-stopping strategy, the no-stopping information system in urban intersections was made up with GPS and GPRS, and can be obtained by adjusting the vehicles’speed.During this paper, the no-stopping information system was designed based on wince Embedded Operating System, the main work is given as follows:Firstly, the fuel consumption was analyzed by using mathematical model, the results showed that the research is necessary.Secondly, the vehicle which made up the traffic flow was taken as research target, with the analysis of traffic theory, the vehicle’speed adjustment strategy was proposed.Thirdly, the vehicle information system was designed from hardware to software, from software aspect:the manufacture of Boot loader and SDK、system migration was done by platform builder, application program was designed by visual studio2005; from hardware aspect:the design mainly focused on the UART interface circuit、GPS and GPRS circuit.Finally, some experimental test was done, the results showed that the no-stopping vehicle information system can come to expected target; the conclusion showed that the research of vehicles’no-stopping technology in urban intersections has important significance.
