The Traffic Impact Post-Evaluation Of Urban Construction Project

As the process of Chinese society’s urbanization and mobility to speeding up, high-intensity urban land development is stimulating the further expansion of the traffic demand, a growing number of construction projects make the cities facing with tremendous traffic pressure on urban transport at the same time, these construction have a the tremendous impact that can not be ignored on transportation system. To this end, the traffic scientist, in the last century, has been introduced the means of traffic impact analysis, with hoping that this method will help to guide the construction of the project, manage and control the traffic demand. After decades of development, traffic impact analysis has been made a lot of good results. However, people also come to realize the shortcomings and deficiencies of this approach, it can not track the project’s impact on traffic in time and space, can not make accurately predict for the changes to the significant policy or construction, can not enhance the evaluation of quality indicators and feedback evaluation rely on TIA itself solely. New ways are needed urgent to compensate for these problems.In this context, this paper first reviews the domestic and international project post-evaluation, the traffic impact analysis and traffic impact post evaluation study, elaborate the difficulties faced by China’s urban construction project on traffic impact analysis, study the deficiencies of the existing traffic impact analysis and defects pointed out that the development of the existing traffic impact analysis of two major trends (regional traffic impact assessment and traffic impact post-evaluation), and the traffic impact post-evaluation have advantages in space and time and feedback.Secondly, the paper described the theoretical basis of traffic impact post-evaluation. Based on the connotation of traffic impact post-evaluation, the paper focusing on the definition relationship and workflow of the evaluation, thereby in-depth analysis of the main content of traffic impact post-evaluation, predictive evaluation, improvable evaluation and persistent evaluation; according to the main content, the evaluation index system in the traffic impact post-evaluation of the urban construction projects is set up, traffic demand forecast indicators, traffic improvement measures indicators and traffic continuous indicators; projects evaluation methods are applicated in traffic impact evaluation, and features based on the combination of traffic impact evaluation, we have chosen the fuzzy comprehensive evaluation as a comprehensive evaluation method described in detail.Finally, taking Boyuan garden project as an example, the individual and consolidated traffic impact post-evaluation are presented and the analysis of the relevant conclusions is given.
