With the development of the china’s construction, the price of the construction markethas been gradually opening up, but the cost of construction continues to adjust downward;these have led enterprises to face market challenges. It is very important to, and how runs tothe management of optimization cost to enable enterprises to reduce costs, and increaseprofitability and remain invincible in the fierce market competition and in this difficultenvironment. This thesis take JC Science Park project for an example, and try to put costoptimization and management ideas to explore the cost of the project management, then finda scientific and reasonable project cost management system.With the constant improvement of the construction project management, project costmanagement theories are constantly moved forward. Especially, cost optimization ofenterprise-wide management system based on project staff and the whole process isconcerned. In this thesis, we start with the present situation of JC Science park in Dalian toexplore the problems of cost management that exist in the project, including the actual costof expenditures far exceeded the budget, delays in project time, responsibility for the projectmanagement system is not perfect, powers and responsibilities is not clear, problems ariseafter the case of prevarication, ignoring the cost of quality management and control, and staffdon’t have the concept of economic. On this basis, optimization’s goals and principles of theJC Science Park are supposed, and cost management system has been optimized. In terms ofmaterial costs, the recipients, save and the price of materials is specifiable; in labor costs,the dynamic deployment for the workers and reasonable estimate the time lead to downtime;in mechanical royalties, coordinating time that mechanical entry and exit from constructionsite and making rational contingency plans for equipment failure; the cost of quality, focuson process control, to prevent rework and failed project, the security costs, focus on controlcosts and guarantee cost and prevent security incidents, and clarify responsibilities in the attribution of responsibility. And then build a safeguards, which are enhance management,strengthen the information management, rise employee awareness of cost management, andincrease incentives.this thesis reference the successful cost management’s theory, and based on thecharacteristics of the JC Science Park construction project, put the relevant theory into theproject management, new ideas for project cost management are proposed. Not only has itmade some practical and operational recommendation for JC Science Park science, but alsoprovide a theoretical and some reference for expansion for other project.
