According to relevant information, building operation energy consumptionaccounts for about30%of the total energy consumption in China. With constructionrising and living comfort improving, building energy consumption increases rapidly.Thus, energy saving faces a serious situation. After the "warm house" project in recentyears, in the aspect of building energy efficiency has achieved satisfactoryaccomplishments in Jilin Province. However, compared with the nationwide level, theoverall development still lags behind. Currently, Jilin Province is lacking of aneffective evaluation system for the evaluation of residential building energy efficiencyperformance and level, which becomes barriers for building energy-saving work.Therefore, it is particularly important to establish evaluation system for residentialbuilding energy saving level.Residential construction of Jilin Province is the object of this study. According tothe analysis of residential building energy consumption status, we find that residentialbuilding energy consumption accounts for18.3%of total energy consumption; ruralbiomass energy consumption accounts for52.2%of total energy consumption ofresidential buildings; town building heating energy consumption accounts for27.3%of total energy consumption of residential buildings; coal accounts for29.2%of thetotal energy; Because the energy consumption of building heating is huge and energysaving effect is not very satisfactory, it is necessary to propose residential buildingenergy saving and consumption reduction.According to the residential building energy consumption status in Jilin Province,based on the forecast of green building rating system and establishing energyefficiency evaluation system, after full access to literature and research, with analytichierarchy process to construct evaluation index system and judgments matrix, andthrough fuzzy membership function method to dimensionless handling evaluation, herein, residential building energy-saving level of evaluation index system of JilinProvince is successfully constructed from four dimensions: level index of urbandevelopment, level index of residents living, energy consumption index andenergy-saving index.By structuring an evaluation index system of residential building energy savingto analyze the consumption reduction level in Jilin Province, we determine the finalscore of Jilin Province is71.48, and the evaluation rating is fine. Existing problems ofresidential building energy efficiency in Jilin Province are pointed out that heatingenergy consumption of building is huge, energy efficiency of heating system is low;utilization degree of renewable energy is not high.
