The Design Of Contractor Safety Management Program In Our Country

Contractor operation activities become far more common as a result of the economydevelopment and social division of labor refining, contractor has been one of keyinfluencing factors of enterprise safety performance, and contractor safety management hasbeen more and more important in modern enterprise safety management all over the world.Based on reading literatures published in home and abroad, the contractor safetymanagement research and application experiences are summarized and several existingproblems of employers are proposed：(1) inadequacy safety awareness and unbalanced riskshifting ideas.(2) lax management in selection and pre-certification of contractors andunclear safety responsibilities.(3) lack of communication with contractors and work sitesafety construction not in place.(4) incompetence of supervision on contractor safety work.(5) inadequate assessment on contractor safety performance.(6) neglect sub-contractormanagement.Considering the above problems, the paper comparatively analyzed existing laws in homeand abroad relating to contractor safety in two aspects: law system and law content. Then itresearched enterprise management methods by analyzing contractor safety managementmethods in different industries of developed countries and clearly defining the basicelements and process of enterprise contractor safety management.On the basis of the above theory, the paper learned the contractor safety management ofoffshore oil fields, and important lessons are summarized:(1) contractor classificationmanagement practice.(2) contractor safety management organizational structure combiningwith the centralized power and the decentralized power system.(3) enterprise contractorsafety management implementation process.At last, the contractor safety management program appropriate for enterprises in ourcountry is designed with conbining developed safety management experience in abroad andthe feature of safety management in enterprises in our country...
