Research On Operational Efficiency Evaluation In Air Traffic Management

With the rapid development of air transportation in China,the number of flights is increasingsignificantly which leads to the serious conflict between the increasing of flight demand and theairspace capacity. Because of severe weather events and airspace congestion,which led to theimplementation of traffic control measures and a large number of flight delays. For the problems ofairspace congestion and flight delays,there are two aspects to be researched:one is to improve theallocation efficiency of airspace resources and optimize airspace resources allocation,In particular,theallocation efficiency of airspace resources to reduce airspace congestion the maximum possible flightdelays caused by loss of the event;two is to integrate on the demand of air traffic flow managementfrom the perspective of integrated system to improve the efficiency of ATM system and to reduce theprobability of flow control and flight delay by congestion events. This paper focuses on the secondside from Efficiency as a starting point to research the Evaluation metho.The ATC operational efficiency is a measure of a regional traffic control system of the performanceindexes which are affected by a lot of ATC system and relevant influential factors.This paper firstresearch the Connotation of efficiency,and anlyse benefit and performance,Combining the actualworking condition,whole operation of ATM is researched,Combined with the actual situation of ATCoperations, based on man-machine-environment system engineering theory to explore the ATCoperational efficiency influence factors; On the basis of this, according to the current main efficiencyappraisal method, study of ATM operating efficiency assessment techniques, establishment ofscientific, effective to user needs as the center of the ATC operational efficiency evaluation indexsystem.In this paper, based on the ATC operational efficiency evaluation of relevant concepts, useefficiency evaluation theory and method, analysis of ATM operating system characteristics, thenreveals the ATC operational efficiency evaluation. This paper analyzes the ATC operational efficiencyevaluation principles, elements and processes, through the introduction of the theory of fuzzymathematics and AHP mathematical tools such as construction, covering the operation safety, flightdelays, cost efficiency, usability, availability, flexibility of use and communication complexity of theATC operational efficiency evaluation level indicator, Finally, combined with the South CentralRegional Air Traffic Management Bureau as a case, the evaluation index system is applied to theempirical study, and the combination of questionnaire survey, the ATC operational efficiency evaluation from qualitative to quantitative level by level, intuitive level promotion is the rational level,comprehensive calculation of ATC system fuzzy efficiency rating, it has obvious differentiation ofevaluation results, in order to verify the ATC operational efficiency evaluation method in solvingpractical problems, reflecting the specific application of its rationality and feasibility.
