Chengshantou is located at the easternmost of Shandong peninsula. The waters of Chengshantou are the hub of China's north-south sea transportation, and the only way for ships going to/from ports around Bohai Ocean and North Huanghai Ocean. The average number of merchant vessels going through the waters each day is around two hundred. In addition, Chengshantou is also one of the most important fisheries in China. The frequent occurrences of water accidents around Chengshantou waters pose a huge threat and bring great loss to the human lives and property.The implementation of Regulation for Special Routes around Chengshantou Waters enables the establishment of a vessel traffic separation scheme, which separates the south-downward and north-upward vessels, reduces the head on situations, simplifies the vessel traffic flow and guides vessels to keep themselves away from fisheries. The implementation of Regulation for Vessel's Development Reporting around Chengshantou Waters aims to collect the navigation and operation information of the vessels sailing around Chengshantou waters, which provides the fundamental support for VTS' traffic administration, information collection and navigation aid service. Since the trial implementation of the two Regulations and the adoption of VTS operation, the water traffic conditions have improved a lot, and occurrence of accidents has decreased sharply, which is a big benefit both for the economy and the society.Based on the information collected, this thesis conducts analysis and research on the traffic efficiency around Chengshantou waters, traffic order, navigation environment, utilization rate of Rongcheng Bay anchorage, cleaning situation, vessel accidents, escaping after accidents and search and rescue at sea. The thesis also establishes a fuzzy comprehensive evaluation model to conduct a comprehensive evaluation of VTS effectiveness at Chengshantou, which not only sets reference to the system planning, demonstration, construction, and technical transformation of the VTS system, but also provides mode and reference to VTS' effectiveness evaluation. The suggestions proposed in the thesis will be beneficial in improving the transportation safety and traffic efficiency in VTS-operated waters, which will in turn upgrade the quality and efficiency of VTS system, and the benefit VTS can bring to the society.
