Study On Indexes System In Terms Of Management And Evaluation Of Karst Spring

Karst springs have stable flow, good water quality, strong regulation and storage capacity of groundwater, and great advantages in the water-supply; many karst springs area have landscape and historical value, such as Jinan Baotu Spring, Taiyuan Jinci Spring and so on, which are all well-known tourist destination. However, due to human activities and precipitation reduction, resulting in a series of karst environments and geological problems, such as spring flow attenuation, the formation of groundwater depression cones and karst collapse , which has been subject to people's attention. Jinan has been taking a series of policies and measures in order to recover the spewing karst springs in Jinan, and has received some achievements. Therefore, it is necessary to make a comprehensive summary and assessment of the management and protection of Jinan spring, in order to guide and improve the management and protection of the Jinan spring area, as well as providing a reference for the management and protection of other karst springs.This study is founded on the analysis of management and protection measures of Jinan Spring and Shanxi karst water resources . Based on the principle of popularizing, we apply the method of Performance Evaluation to the construction of the management and protection of karst springs Evaluation Index System, as well as the considering of various elements from the aspect of Administrative, Legal, Technology, Engineering, Economic and Environment. The Index System consists of three modules: Ability-building Evaluation, Responsibility Evaluation, Effect Evaluation. This pape adopts "if" to control each corresponding index, in order to simplify the assessment process. And we take the method of scoring by experts to determine the weight of the evaluation factors. This paper adopts the method of Exponential Integration , and get the evaluation index of management and conservation of Jinan springs by integrating each evaluation factors according to their corresponding weight. Finally, the management and protection of Jinan springs were evaluated according to the well-established Evaluation Index System. The Evaluation Index of management and protection of Jinan spring gets the score of 94.24, and according to grading standards made in this paper, Jinan is at the highest level of"excellent"level. We find from the evaluation result that whether from the Ability-building Evaluation, Responsibility Evaluation, or from the Effect Evaluation, Jinan has a higher level in the management and protection of karst springs. However, there are still some aspects of Jinan need to continue to improve. Jinan should improve and perfect the monitoring of the level of groundwater, water quantity and water quality. Second, Jinan should further improve the work of integrated water-saving , and enhance the effective use of spring water resources.
