Physical protection was one of technical measures for management andcontrol of nuclear materials and nuclear facilities. It’s also an essentialcondition to assure safeguards and security of nuclear materials and facilities,and to maintain normal operating of nuclear facilities. In order to normalizedetail work items relating physical protection, and to improve effectiveness ofphysical protection system, we should carry out standardization, developingstandards and applying standards for physical protection areas in nuclearindustry.This thesis gave a general introduction of fundamental conceptsconcerning standard system of nuclear materials and facilities, including thedefinitions of nuclear materials and nuclear facilities used in nuclear materialssafeguards, and the concepts relating physical protection and standardization.The thesis outlined the basic principles of design process of physicalprotection system for nuclear materials and facilities, includinggraded-protection, zone based management, defence in depth, decreaseconsequences of components failure, and balanced protection; and thefunctions of an effective physical protection system contain deterrence,detection, delay and response.This thesis also outlined and analyzed the recent requirements andrecommendations on physical protection of nuclear materials and facilities ininternational community. Analyzed recent activities carried out byInternational Atomic Energy Agency, United States of American (especiallyfocus on Nuclear Regulatory Commission and Department of Energy) andRussian Federation, and also analyzed standards and technical documentspublished by the Agency and above countries. It outlined and analyzed therecent status of laws, regulations and standards in physical protection area inChina, both nuclear industry and relating industries. After research and analysis, a three-dimensional mode standard systemframe was developed for the physical protection system of nuclear materialsand facilities. It’s the first time to introduce a three-dimensional standardsystem concept into nuclear industry. A detailed diagram of standard systemwas developed for physical protection under the frame. Also some specificdescriptions were given out for every standard in the diagram, includingexpected technical contents and referred standards or other technicaldocuments. The thesis also discussed general considerations for developingstandard system of physical protection in nuclear industry, containing thedifference level positioning among laws, regulatory and standards, the framefor standard system of physical protection, the criteria for choosing anddetermining standards in standard system of physical protection, and so on.The conclusions of this study and further studies were also discussed inthe thesis.
