Research On The Spatial Development Of The New Town (Zone) Located In The Edge Of Xi’an City Under The View Of Regional Perspective

Special urbanization process and corresponding urban construction phenomenon inChina is very unique. Under the big background that China transforms into marketeconomy while further opening to the outside world, the function, role, andcorresponding development track of new town change greatly compared to the past. Onthe one hand, new town continues to undertake the function of traditional new town,being ideal region for urban spatial expansion, population evacuation, and transfer ofindustry and urban function. On the other and, as the new growth pole of regionaldevelopment and development base of emerging industry and new economicdevelopment base, new town has become main construction objective and developmentdirection. Xi’an New Town was founded in the beginning of1990s. As of2010, thereare already7relatively independent edge cities around the central urban area of Xi’an,which become the new growth pole of new aggregation center and urban economicduring the urban spatial expansion and aggregation process. They effectively limit thespreading development of urban suburbs and play important roles in integrating suburburban space and promoting overall urban and rural development. The typicaldevelopment of Xi’an New Town construction meets the appeal of urban development.Oriented by market and adjusted by policy, through development and expansion modeof new town (district), new urban spatial development mode is formed by integratingurban resource and optimizing and upgrading urban function and industrial structure. By learning from domestic and foreign experience, the stage and policy system ofnew town development in China was reviewed systematically in the paper. Regionaleconomic feature, spatial development mode and corresponding motive power fordevelopment of Xi’an New Town were studied in the whole. Based on systematic study,the basic framework for study on spatial development of Xi’an High-tech Zone wasbuilt up. Seen from development stage, Xi’an New Town went through5stages: firstly,foundation period for industrial development, with the feature in spatial developmentconsisted of three principal axis for spatial development and three spatial nodes;secondly, starting period of construction, with feature in spatial development including―Point–Axis expansion mode‖; thirdly, opportunity development period, with featurein spatial development including―complete mating facility, axial development, anddistrict-oriented‖; fourthly, complete mating period, with feature in spatial developmentincluding―enclave spatial expansion and internal function padding in construction area‖;fifthly, accelerated development period, with feature in spatial development including―interacted development, CBD-driven, and increasingly mature development in startingarea.Seen from the feature of spatial evolution, the whole spatial growth presents:industry-oriented, driven by real estate, based on point and axis, axial extension, blockfilling, enclave development, interacted development, and central movement. Residencespace develops from single common commercial residence, self-built residencecommunity, and office building into common commercial office building andcommercial service building. Single developed residence with group arrangementdevelops into composite residence with axial arrangement. Expansion of commercialservice facility space has the spatial expansion status including point development, axialgrowth and focus transfer. Industrial development space mainly has the developmentarrangement of group growth, update of externally moved industry and enclave growth.Green landscape development space has the feature of point base–axial expansion–central part–large site landscape area. Seen from the motive power factor of spatialdevelopment, through analysis on motive power factor–policy, financial capital andindustrial development, and social public appeal of spatial development in Xi’an NewTown and study on spatial form of New Town and main urban area, the development mode and motive power system of High-tech New Town was summarized.
