The transmission and distribution network analysis platform can analyse and simulatetransmission and distribution network system, overcome hidden accident, which is importantmethod to improve transmission and distribution power grid management lever. Thetransmission and distribution power grid analysis software, in the past, exised somedisadvantages, for example, worse openess, single function, difficult extension andmaintenance. So exploiting the transmission and distribution power grid service platformwhich is universality, interactive, distributed has important theorectical significance andinteractive value.At first, according to the demand of transmission and distribution network analysisplatform openess and expansibility, the criterion IEC61970common information modeland interface which is followed to establish model is summarized and analysed. Then,based on the platform structure, function and performance demands, chose the high-speeddata access interface(HSDA) of the CIS, and Microsoft launched WCF technology as thecommunication tools, and the HSDA and WCF technical characteristics are summarized. Thedesign by the user/role model of transmission and distribution network analysis platform theuser’s authority management, improve the security of the platform.In the Visual Studio2008,using of C#written the HSDA interface of the client and theserver program, use. NET Framework3.5provide WCF technology to the client and the serverdata communication, built a power grid examples, docking port and WCF performance test,and the user’s authority management to develop a functional test, verify the interface,communication tools meet the requirements, and the correctness of the authority managementfunction.
