Theoretical Analysis And Study On Balcony Policy And Regulations’ Interaction To Living Requirement

With the rapid developments of collective housing in our country in the last20years, the increasing elaboration of housing design has promoted the comfort and theadequacy of dwelling. The balcony’s function in living requirement has being highlyregarded all along. But with the increasing need of the small and middle–sizedhousing, on one hand its usable area is reduced and the area of the balcony trendsdown or even vanished and on the other hand the area of the balcony is enlarged to bemeans of extend the usable area of housing. That has arose market confusion to someextent. The regulations of the balcony in housing design in our country vary fromtime to time. At first not calculating the area, then calculating the whole when closedand the half when not closed. Up to now, the area of balcony should be calculated halfwhether closed or not. There is no unification in departmental policy about thecalculating of the balcony. This results in the fact that many developers and nationalcompanies enlarge usable area in housing by setting much larger balcony. In realresidence, there is reduction or even elimination of balcony in urban housing, at thecost of lower the quality of life by many real estate developers, especially in the smalland middle–sized housing and the security housing. A key point of the study is tomake rational design and efficient utilization of balcony through effective policyguidance for the essential needs of life.Firstly in this study, the change of balcony space which takes the socialdemands as a baseline is analyzed, with looking back down the development ofbalcony in collective housing since1949. Secondly, Then the present utilization ofbalcony in age-varied collective housing is investigated and analyzed. Thirdly, Thedemands and assessments given on the present situation of the balcony from theresidents are also summarized. Lastly in this study, analyzing the inconsistencies in the regulations about balcony, combining with Policy and Law in collective housingand the advanced ideas from developed countries, some suggestions are proposed.This study aims for studying the inconsistence of relevant regulations of balconyand the necessities of life, discussing the virtual relationship between them, providingthe basic information to related departments in order to make positive suggestions.Wish this study will help the decision-making department to establish effective policyand regulations which meet the needs of life according to the different regions. Wishthis study will promote positive development of balcony space in collective housingdesign.
