The People's Republic of China Property Law issued on 1st October 2007 has an impact on city planning discipline. At present, there exist many Old Collective Housing areas which were built between 70s and 80s of 20th century. With abundant residents, these areas still can be used for 20 to 30 years. However, owning to factors such as development and Changes of social and economical environment, these areas have been ignored by the government for a long time, bringing about problems such as disrepair. As living standard upgraded, these areas gradually lose their efficacy in satisfying their residents. As a result, it is urgent to rebuild them so as to help create a harmony, economical and sustainable society.Based on the idea of building a harmony and economical society, this paper analyzes the impact of The People's Republic of China Property Law on Old residential area, along with data form field surveying, suggests that traditional renewal step on old residential areas is not completely suitable for Old collective housing areas in cities. A new and proper way is demanded. According to the preceding Law and Urban Regeneration Theory and, an idea named Old collective housing regeneration which is on the premise of three unchangeableness(residents, function and property) , aiming at lengthening utility of these areas, activating them, satisfying current residential needs, and enriching urban culture is put forward in this paper.There are six chapters in this paper. Chapter 1 is a briefly introduction to background, importance, innovation, outline, research method and frame of this paper. Chapter 2 reviews relative research both at home and abroad. In Chapter 3, under guidance of The People's Republic of China Property Law and after studying cases on Old residential area renewal practice in Shanghai and Guangzhou, I suggest that the renewal progress should be humanistic, impartial and launched though cooperation of the government and residents. In the next chapter, I analyzed data from a field survey about Old Collective Housing area carried out months ago and try to find out the essential problem in these areas. This also provides a realistic basis for achieving an optimal renewal progress. Chapter 4 is mainly my suggestion about the Old collective housing regeneration progress for the government. Base on the idea of Old collective housing regeneration requirement and capability of the former residents, the last chapter focuses on the"technical menu"service which intends to ensure that all residents can chose their suitable, customized and professional technical residential renewal service.
