| The aim of ecological environmental planning is to harmonize the ecological development and environment protection of local area. As junction of inland and oceans, coastal areas attract attentions from different investors, however, the environmental pressures of coastal areas are much higher than inland areas. Therefore it is highly necessary for coastal areas to have their own ecological environmental planning.Based on scientific development concept and ecological civilization construction, environmental protection was taken as core of ecological planning in this paper. Considering the current environmental problems and economical development comprehensively, based on review of modern methods, new ecological planning methodologies were put forward to establish coastal area ecological planning index system, which will help to guide the sustainable development of domestic coastal areas. LvShunKou district was taken as a case study area. The following contents are included:Review of ecological environment planning studies as well as related theories. The first ecological environmental planning was put forward in19th century, and it focused on land utility as well as environmental impact assessment. Although we start late in this relate, the relevant theories and practices in some aspects went advanced internationally.Considering the requirements of national "twelfth-fifth" environmental planning and the differences of coastal areas and inland areas, coastal area ecological planning methods were studies. Ecological footprint calculation was carried on, and this was used as a tool to define the sustainable development of coastal areas. The ecological environmental index system was established, which emphasized on livelihood and fairness of environment public services. The possibilities as well as method of red line control were also discussed in this paper.LvShunKou district was taken as an example, its environmental capacity as well as ecological footprint were calculated and analyzed. Suggestions were given to reduce ecological defects of LvShunKou district. With newly established index system, the economical as well as environmental development situation of LvShunKou district were evaluated and suggestions as redline control were given to improve the current situation. |
