Methodology And Practice Of Ecological Red Line Delimitation

To solve the problem of the increased resource pressure,environmental pollution problems and ecological degradation,our country Put forward the policy of Ecological red line,it's an important means of realizing ecological civilization construction in our country.Datong is located in the loess plateau in China,for many years the average evaporation is greater than the average rainfall,drought index is 2.43,and the per capita water less than 15%of the national level,the city's ecological environment is fragile,with Datong,Shanxi province as an example,this study defined ecological red line area in order to contribute to the ecological environment protection work in the study area.The main contents and results are as follows:1 The discussion of the method of ecological red line delimitationBased on the connotation and theory of ecological red line and the analysis of existing methods of ecological red line delimitation,and we also analysis the ecological status of Datong,then we finally determined the method of ecological red line delimitation in Datong.2 The delimitation ecological red line of DatongWe get the extremely important ecological service function area and the extremely sensitive area of ecological environment through the evaluate of Datong's ecological service function and evaluation ecological environment sensitivity of Datong.Then we combined these two with development-forbidden areas of Datong to get the ecological red line area of Datong.Put forward the control measures that can guarantee sustainable development of the ecological red line area.The result ecological red line delimitation of Datong1)The total area of the extremely important ecological service function is4493.79 km~2,accounts for 31.70%of Datong,this area is the"baseline"for the protection of the survival of the species and the stability of the ecosystem.2)The extremely sensitive area covers an area of 1233.31 km~2,accounting for8.7%of the total area,ecological system is fragile in this area,when disturbed by the outside world,it is easy to produce ecological environment problems.,in this area,Ecological restoration should be the priority,to recover the stability of the ecosystem.3)The forbidden development zones contain the water conservation area,nature reserve,soil and water conservation area and other natural resources in the urban area and Datong County.The total area of the development zone is 1272.92km~2,accounting for 9.02%of Datong City.4)This research delimitated ecological red line area of Datong,Shanxi province by overlay the ecological service function extremely important area,ecological environment extremely sensitive area and the forbidden development zone,ecological red line in Datong range with a total area of 5962.38 km~2,accountant for42.05%of the total area.In this paper,the ecological red line is determined based on the analysis of resource background of Datong and objective analysis of the ecological status of Datong city.To judge the importance of ecological service function of Datong city and ecological environment sensitivity evaluation divided into Datong area extremely important ecological service function and the ecological environment is extremely sensitive areas and combined with the scope of study area in the area,through the superposition of three types of areas to merge,ecological red line area of Datong.
