Perfect Shaoxing City Traffic Safety Emergency Management System Thematic Studies

Along with development of Chinese economy, the repeated emergent cases oftraffic cost hundurds of lives and great loss of national and personal property. Handlingthose emergent traffic cases in a effective way is becoming a challenge. It is of greatsignificence to enhance administration and to improve the organization and overallcapability on handling traffic emergency, facing the challenge of numerous and frequentappearance of the cases. It is a test for the bearing capacity of the public nowadays, forthe government’s ability to maintain the social sability,national security and people’sinterests, as well as for governement’s capacity to fulfill the responsibilities of socialmanagement and providing public services.Shaoxing is a second-tier city with rapid economic development and reasonablegeographic scale. After10years’s hard working, Shaoxing municipal government hasestablished systems like110police commanding center,120medical rescue center,119fire alarm center, and other professional pre-arranged planning, but a perfectadministration system for dealing with emergent traffic cases is in demand, to meet therequest of increasingly growth of traffic cases in the modern city. The conservativemanagement system cannot meet the demand of the city development. The traditionalemergency system cannot cover all the practical cases, being too late, too farfetched, orinappropriate.This article choose traffic emergency management of Shaoxing city to be theobject o study, and follows the steps of questioning, analysing, and answering,proposing the background, goal and significance of the study on the basis of concept ofgovernment crisis management. The author tries to build a four-dimension pyramidmodel, with the methods of descriptive statistics, induction, and case analysis, andapplies various methods and theories, as well as the traffic statistics and cases ofShaoxing over the past five to ten years, to analyze and compare the process ofdevelopment of the emergency administration of Shaoxing in a multi-level andmulti-dimensional way, clearing up the development process, the circumstance of theestablishment, and lay out the current situation and existing problems of traffic emergency management system of Shaoxing. By analysing the government’sresponsibility and the rights and obligations of the public, the author makes a trial inproposing a systematical counterplan, hoping it to be useful in maintaining socialstability and promoting social harmony.
