With the development of economy and scientific progress,China's highway system is improving year by year.However,the high number of traffic accidents and the poor targeting of improvement of road safety measures have seriously affected the level of road traffic safety,and the people's lives and property have suffered a great threat.Combined with the safety evaluation project,this paper makes an in-depth study on the establishment of the highway safety evaluation theory and method system.The dissertation mainly studies the methods of safety assessment through four aspects: specification accordance testing,design consistency evaluation,evaluation of accident multiple segment,and improvement of risky driving sections.Because the road is a combination of different types of road,but the different types of sections of the operation environment and the characteristics of different sections will be divided into ordinary roads,tunnels and interchanges were analyzed,and extract the quantifiable indicators to regulation compliance inspection section.Design consistency evaluation is based on the analysis of road operation speed to judge the consistency of road design,respectively from two aspects of plane and profile model to forecast the speed,the two models in the form of mutual constraint relationship between primary and secondary combined to get flat and vertical combination of operating speed prediction model,and then according to the cross-section factors to revised the operating speed,eventually determine the theoretical operating speed model,the consistency of the road design was tested by the evaluation method of the coordination of the running speed and the running speed of adjacent road sections.Evaluation of accident multiple segment can be divided into accident-based multi-issue identification based on accident characteristics and accident-based multiple identification based on road characteristics.For the identification of accident-prone areas based on road characteristics,an evaluation index system and evaluation unit evaluation criteria were established,and then the weights of each evaluation index were determined,and fuzzy comprehensive evaluation method was used to evaluate the safety of road sections to obtain accident-prone sections.For the identification of accident-prone multi-faults based on accident characteristics,the accumulative frequency method is mainly used to identify the multi-faults of accidents based on accident data,and special traffic accidents are analyzed and identified for major and extraordinarily serious traffic accidents.By analyzing the risk road sections obtained in the previous section,the types of poor combination lines that exist in risky road sections are determined,and the countermeasures for improvement measures are established.A comparison of the unfavorable combination pattern with the set of measures is proposed,and specific improvement measures are proposed.The road operator selects the improvement measures according to the actual situation,and at the same time,the improvement measures for the risk section of the vehicle are determined based on the traffic sign setting model.The results of this paper have been successfully applied in the safety analysis and evaluation of multiple operational highways and blackpoint remediation projects,which verifies the scientificity and effectiveness of the highway safety assessment theory and method,and can provide targeted safety for highway risky road sections.
