Study On Emergency Management Of Minjiang River Water Traffic Safety

Minjiang River was once the main artery of inland river transportation in Fujian,previously affected by the constraints of Shuikou Power Station,declining water levels and the impact of diversified transportation modes,Minjiang River shipping continued to shrink,and upstream and downstream navigation was restricted.Since 2015,shipping has been restored to the development of attention,the key Min River Shuikou Hydropower Station Hub below the dam level management and navigation improvement project in October 2021 trial operation,2022,the Min River to restore the full line of navigability from Sanming to Fuzhou,the Min River upstream of Sanming,Nanping and other places to restore all-weather access to the river and the sea.At the same time,in recent years,Fujian Province proposed the development of the Northeast Fujian Synergistic Development Zone and Fuzhou metropolitan area,the Min River will also play a role.Therefore,the optimization of Min River water traffic safety emergency management has become a research topic.This paper takes emergency management and holistic governance theory as the theoretical basis,and uses research methods such as literature research,interviews and statistical analysis to explore how to optimize the emergency management of water traffic safety on the Min River,and put forward countermeasures and suggestions in conjunction with the actual situation,which will play a role in optimizing disaster mitigation and prevention and emergency management.Firstly,we establish the background and significance of this paper,and clarify the research idea;secondly,we sort out the current situation of water traffic safety emergency management on Min River,summarize the current situation of management such as the impact of navigational environment,regulations and systems,management organization and emergency team,emergency management foundation,emergency response and post-disposal,analyze the effectiveness of emergency management,and analyze water traffic safety emergency accidents;then,based on the current situation,we analyze the water traffic safety emergency management on Min River Based on the current situation,we analyze the problems of water traffic safety and emergency management on Minjiang River in terms of adverse impact on navigation environment,management organization,emergency force professionalism,emergency infrastructure,emergency response and emergency post-disposal.Finally,taking the problems as the guide,we put forward countermeasures and suggestions in terms of improving the navigation environment disaster mitigation intervention,focusing on early warning mechanism,standardizing the emergency management organization system,scientific development of emergency forces,formalizing emergency infrastructure construction,modularizing emergency command,standardizing response protocols,objective accident investigation,scientific evaluation and improving emergency plans,etc.,so as to realize the optimization of each link of emergency management disaster mitigation-preparation-response-recovery,overcome fragmentation,to achieve the overall synergistic development of Minjiang water transportation emergency management.
