Based On Urban-rural Integration Water Pollution Preventing And Controlling Plan

Water pollution is one of the major environmental problems in present society, it notonly affects the ecological environment, but also restricts social economydevelopment to a certain degree. To improve the plan effect of water pollutionpreventing and controlling, strengthen its work, the plan evaluation is desiderated.With the continuous progress of the social change, the old urban–rural dualisticstructure is broken, new requirements are put forward against the old water pollutionpreventing and controlling plan. Therefore, investigating the evaluation method ofwater pollution preventing and controlling plan based on urban-rural integration are ofgreat significance to previous water environmental construction and objectivesmanagement, this article puts forward evaluation method of water pollutionpreventing and controlling plan, take Xinzheng City (Henan Province) as an examplein making empirical study, main results are as follows:1. On the basis of research results and existed problems at home and abroad,discourses guiding theory and fundamental principle of urban-rural integration waterpollution preventing and controlling plan evaluation.2. Refer to the own characteristics of water pollution preventing and controlling plan,proposes related principles of establishment about evaluating indicator system; Onbase of setting evaluating indicator scientifically and define index weight reasonably,establish one set of quantized evaluating indicator system against integrated andcomplex water pollution preventing and controlling. Evaluating indicator systemincludes4first class indicators,8second class indicators,25third class indicators,with Vague Comprehensive Evaluation Model, quantitative and qualitative combinedmethod, evaluates water pollution preventing and controlling plan.3. The score of Xinzheng water pollution preventing and controlling plan is82.825,located in better class. The plan effect is “better”, the original aim can be achieved,make positive effect on the development of social, economic and environment, andPublic awareness of planning, the ration water pollution preventing and controlling investments to area GDP, Ratio up to the Standard of Water Quality in waterenvironment function zone, the three indicators mentioned achieved the lowest score.Puts forward opinions and suggestions for the plan making according the results.
