Water is an important natural resource.It is an indispensable resource for human survival and development,and a key to the sustainable development of regional,national and even global environments.With the acceleration of urbanization in China,the high-intensity construction and development of urban areas has triggered a series of water environmental problems such as over-exploitation of groundwater,dryness of rivers,and pollution of water bodies.Protecting the water environment and maintaining its stability play an important role in the healthy development of the urban system.The water environment and the urban environment have always been the relationship of mutual influence and mutual restraint.The relationship between the water and the city is also a focus issue that many scholars continue to focus on.When combing the literature review of relationship between the water and the city at home and abroad,the author found that most of the existing studies explored how to improve the resilience of water environment to resist the impact of urban environment on water environment from the perspective of water environment protection,lacking from the perspective of urban planning to explore which urban space type and block scale are more suitable for water environment protection.Therefore,this article will take water environmental protection as a guide,explore the water environment evaluation system applicable to new urban areas from the perspective of urban water coupling,and propose corresponding urban and water planning strategies based on this system.Firstly,the concept of city-water coupling is elaborated and defined,and the mechanism,meaning and goal of urban-water coupling are clarified.This article is to study the coupling between urban built-up space environment and water environment,hoping to put forward the strategy for the development of city-water coupling from the perspective of urban planning and design.Use GIS,SWMM and other software to analyze the interaction between the built space environment and water environment through case analysis and model simulation,and have a preliminary understanding of city-water coupling.Then through literature review,expert consultation,field investigation and other methods to sort out and collect the impact assessment factors related to the built environment and water environment,building Water Environment Evaluation Index Database based on the Driving force-State-Response(hereinafter referred to as DSR)model.AHP is used to calculate the weights of various factors,and after determining the quantitative method and the standardized method,the Water Environment Evaluation System of the new area of the city is constructed from the perspective of city-water coupling.Select Tianjin Binhai New Area and Shanghai Pudong New Area as case study objects,analyze their urban water coupling relationship,collect indicators corresponding data and conduct water environment evaluation analysis,and find that the water environment of the two new areas is ranked in the third level of the evaluation standard and the city-water relationship needs to be further improved.From the three aspects of the driving force of built environment,the state of water environment and the response of built environment,the existing water environmental protection problems in the two new areas are compared and analyzed,and corresponding solutions are proposed.Finally,according to the Water Environment Evaluation System of the new district,from the perspective of city-water coupling,the strategy of optimizing the water environment of the new district is proposed from the two perspectives of water environment and city-water coupling,in order to provide reference for the construction and development of the new district in the future.
