Research On Environmental Management Performance Evaluation Of Urban And Rural Integration In Haimen City

In the development construction process of each nation and region nowadays, the unity of opposites between economy development and environment problem has always been important issues for all regions to face together.From the Industrial Revolution, along with economic development, there are two modes of the relatively backward rural economy and relatively developed urban economy. With further economic development, the dual economic structure model was not coordinated development as scholars wanted. On the contrary, the gap has widened, which has seriously hindered the development of economy and even influenced the stability of the society. The urban-rural integration has become the inevitable trend of world economic development. In China, due to historical and cultural reasons, the government has been paying attention to industry and urban development, ignoring the agricultural and rural development. This mode led to the economic gap between city and rural expansion. Over time, the effect of the mode of economic development is more and more serious. In recent years, the central government continuously issued the Document Number One on Agriculture to stress the need to speed up the economic development of agriculture and rural areas. The urban-rural integration strategy is written to the report of the Sixteenth Congress. The urban-rural integration becomes the inevitable choice of China’s economic and social development.Due to long-term existence mode of dual economic structure and our inclination on the city in human resources, capital, etc, rural area is far behind city. This is not only reflected in the economic development, but also in environmental management. The urgent hope of economic development and backwardness of rural environmental management make the survival of rural natural resources such as land, water and air suffer severe damage. The situation affect the construction of industrial and agricultural in rural areas, but also seriously affect the rural residents’ daily life. So in the process of urban-rural integration of environmental management, we must take measures suitable to rural conditions from many aspects, such as agriculture, industry, rural residents and other aspects.Based on the theory of urban and rural dual economic structure, this paper proceeds with the relationship between environmental management and urban-rural integration, aand analyses the current situation of the rural environment measures,of environmen tal management and the cause of the problem of Haimen in the process of urban-rural integration. It is concluded that the government must take concrete and effective environmental management measures, so as to promote the rural economic and social development, to realize the urban-rural integration.To judge the the measures of Haimen in rural construction are suitable for the rural environment and whether it can achieve the result of the environmental protection, according to some of the factors related to rural residents production and living, this paper selects four indexes. They are according to the agricultural production, industrial production, rural residents life and the other aspects. According to the corresponding indicator, this paper attempts to build evaluation system of environmental management in the urban-rural integration, and try to distinguish the rural environment friendly standards in the urban-rural integration. According to this evaluation system and the corresponding data of Haimen, Haimen meets above standards. Haimen environmental management measures for urban and rural integration development. And combined with content analysis concluded tha the evaluation system can be used to distinguish effectiveness of environmental management in the urban-rural integration.
