As it comes to the execution of the law and policy for environmental protection,the failure of cities’ governments is badly criticized. However, the action as “buildnational model cities in environmental protection”, which is also called “build modelcities”(BMC) action, has given a new path to enhance the level of cities’environmental management. The action,sent up in1997by the national governmentdepartment of environmental protection to improve the environmental management ofcities’ governments, has attracted many cities. Cities in the action do the environmentalmanagement obviously more hardly.So, to find out how the action resolves the key problems of “failure of cities’governments” in environmental management and makes its encouragement do, thisthesis analyses the incentive object of the action,the incentive system of the action,and the interaction between them, with the theory about the content and progress ofencouragement and tools such as “interest-motivation” analysis,“Game Theory”,“research with literature” and comprehension. It starts from the motivation of cities’governments in their failure, analyses how it changes along with the BMC action, andon this basic, talks about incentive value of the action in the change.The preface, Chapter One, of the thesis talks about who is the most important onein city’s environmental management, and the failure in environmental management ofcities’ governments. Chapter Two is about the “interest-motivation” analysis of cities’governments in the failure. Then, Chapter Three and Chapter Four introduces theincentive system of the BMC action. Chapter Five dissects cities’ changes which isdone by the action, and confirms the incentive value of the action. Chapter Six givessome advice on how to develop the action. At the end, the last chapter reaches theconclusion of the thesis.The thesis deepens the research in incentive system of the BMC action, confirmsthe incentive value of the action, and offers a new beginning of further research.
