The Studies On The Incentive Mechanism Of Local Governments’ Environmental Governance

The current “high consumption and high emissions” economic growth mode,leads to serious environmental pollution problem in our country.Hazy weather,water and soil pollution events often occur.Serious pollution calls for the government to use various environmental management means to enhance the level of environmental quality.In addition,the current situation that our country ranks poorly on the specific environmental performance and environmental groups’ events happen frequently in our country,puts forward higher requirements for local government.Protecting the environment and practicing the scientific outlook on development becomes an important issue.Under this background,the studies on the incentive mechanism of local governments’ environmental governance,have great signification for optimizing the environmental governance of local government from the system level.Based on the research of scholars both at home and abroad,this paper combines with the feature of our country environment to study the incentive mechanism of local governments’ environmental governance.Firstly,this paper analyzes the related basic theories of environmental governance of local government and the theoretical basis of incentive mechanism.Next,analyzed the implementation status of the incentive mechanism of local governments’ environmental governance.And conducted a brief analysis of the implementation of the environmental regulation,financial competition and civic participation.Meanwhile,our country’s environmental regulatory system is not sound,the intergovernmental fiscal competition is not standard,and public environmental knowledge is inadequate and the public have limited channels.On this basis,this paper uses the provincial panel model to summarize the incentive effect of energy-saving and emission-reduction accountability system,financial competition and civic participation to environmental governance of local government.The empirical results show that the implementation of energy-saving and emission-reduction accountability system,financial competition and civic participation have obvious incentive effect.When energy conservation and emissions reduction index does not reach the standard,the government officials will be subject to accountability and lose the political promotion advantages,thereby change the environmental behavior of local government directly.The reason why the incentive effect of financial competition is obvious is that the environmental protection index is included in the cadre evaluation index system,“vote with feet” mechanism is strengthened in our country,and the means and structure of foreign direct investment are optimized.The incentive effect of public participation is also very significant,because more and more public begin to consciously and systematically express the attention about the pollution problem.According to the empirical results,this paper puts forward that we should perfect environmental monitoring system of local government,build good financial competition mechanism,as well as guide public to participate in environmental governance,in order to optimize the governance path of local government.
