A Preliminary Study On The Perform Ance Evaluation Of Environmental Protection By Local Governments

Environmental protection is one of the main Functions of a government. By researching the law of evaluation local authority's environmental protection performance and designing a effective and operative system to evaluation it with mathematics method, This thesis try to do something to compact the theory basic of authority's environmental protection performance assessment and improve the authority's environmental protection performance, which is very important to push ahead the scientific development and build up environment friendly society and harmonious society currently.First, this thesis start with a summary of the research status and latest research characteristics home and abroad in the field of environmental protection performance measurement, expand upon the necessity, importance and urgency of an effective performance evaluation system of environmental protection by local governments. Then, after analyzing performance management system, it led to a core part of environmental protection performance management system-- government's performance evaluation. By reviewing and analyzing the study and exploration which hold by central government and local governments in environmental protection performance measurement, this thesis summarized the fruits and experiences we have obtained in this field, and analyzed shortcomings. On the base of it, this thesis tried to probe into the develop tendency of government's environmental protection performance evaluation.Secondly, this thesis adopted the Progressive theory and sustainable development to analyze how to establish a series of effective environmental protection performance evaluation system. It studied kinds of indexes which the system should include and the proportions which each index should make up for in the whole system. Then, it discussed how to establish assessment model and correct parameters of the model. In accordance with the principles of science, simplicity and feasibility, this thesis try to set up a quantification measurement system which suit to be used in the performance evaluation of environmental protection by local governments in the whole country. This system includes four quantification indexes, that is, socio-economic green index, environment quality aggregative index, environment construction index and environment management index. And the thesis introduced the way how to figure out these four indexes. So this system is operative on bases of environment statistics at present.Once more, from three aspects of making the objects which to be evaluated more precise, making the assess standards and modes finer, this thesis discussed the way to set up an effective evaluation system of environmental protection performance by local governments.The work of this thesis will be helpful exploration on construction of environmental protection performance evaluation theory, and provide theory basis for the construction of service government and improve the environmental protection performance by governments. It tried to establish an effective evaluation system of environmental protection performance which has some application value. The suggestion that this thesis gave will be reference for the policy-making departments of governments who could make some policies on the basis of them.
