Nowadays, how to cope with the Climate change has become an crucial issue ininternational relations studies. About the issue, many climate policies are made bynumerous countries or regions gradually. The contemporary internationalcooperation is still dominated by nation-state actors mainly. On the internationalcooperation of global climate issue, however, the leadership of global climate issuethat has been belonged to European Union, the most successful regional integratedorganization on world at present. As the tendency of climate change, EU takes aseries of climate policies by proper situation, and the policy with strong functionaloperation. It illustrates that EU will devotes its power to global climate issue withoutselfishness, and displays the leading status for EU on the issue.This dissertation argues that the EU climate policy has been a typical casesince the21stcentury, especially on Eastern Enlargement process. EU has almost torealize “The unification of Europe” via Eastern Enlargement(2004-2007),and theprocess of integration is step by step. Climate policy, of course, is an important stepin the process of integration as well. Through the evolution of climate policy in thiscourse, the sphere of reduce emission is expand gradually. From the ECCP I in2000to the energy and climate change packages in2007, its sphere from initial reduceGHGs emission to embraced transportation, aviation, and energy etc. many fields forplans of reduce emission currently. Besides, alongside the completion of reduceemission task, EU also takes a role as the leader on global climate issue. To EUclimate policy on Eastern Enlargement process, not only with simple description, butalso explains the relation between the policy and Eastern Enlargement better, and itsthe effort for integration.The climate policy is one of the policies of EU, but as the urgency of climateissue and the procession of European integration, the study of climate policy hasbecome more and more important. The successful cooperation on climate, it can beenhances EU member states to take more cooperation on other fields, and lead tointegration of politics and economy for EU ultimately. Hence, on theoretical level,this dissertation takes functionalism as a method of interpreting the dynamics onevolution of EU climate policy.EU climate policy has a profound effect on the globe, particularly for thedeveloping countries. China, as the biggest developing country, to seek for theinternational cooperation on global climate issue positively. And, it is crucial that thecooperation between China and EU on the issue. The cooperation of them areconcerned with each other, and the globe focuses on the cooperation of two powers.
