With the added tendency of global warming,"climatic change"is to become a key factor which can influence future international system, and remodel the global politic and economic patterns. That is the greatest concern in the international community nowadays. Kyoto Protocol is the important legal document about climatic changes among international community. Because of own interesting, USA had been refusing to perform the duties of cutting emissions according to Kyoto Protocol. The first commitment stage of Kyoto Protocol will be end in 2012, the 7 years before 2012 is called"Post-Kyoto Time". USA government regards the beginning of Post-Kyoto Time as an opportunity, the negative attitude toward Kyoto Protocol is changing. From bush Jr.′2ed tenure to Obama heading to White House, USA government has been participating in constructing the mechanisms of Post-Kyoto actively, for returning to home position of international climatic problem. This study summarizes and analyses the revision of USA climatic policy in the Post-Kyoto Time. Not only the essence, character, strategy of USA and international community′s climatic diplomacy can be realized clearly by this study, but also the suggestions about Chinese climatic policy and the climatic corporation with USA are proposed. 5 portions are dived in this study:In the first chapter, the background, content and limitation of Kyoto Protocol are introduced. The conception of"Post-Kyoto Time"is defined. The second chapter, clarify the previous U.S. climate policy. The 3rd and 4th chapters are the core of the theses: the revision of climatic policy by Bush Jr. Administration in Post-Kyoto Time, and its reasons and essence are selectively analyzed. The domestic background and international pressure of climate change problems after Obama and the challenges in future are analyzed. The last chapter analyzed the impacts of the US Climate Policy'adjustments and try to confer how the Sino-American climate change cooperation should be strengthen.The conclusion can be draw from the analysis above: In the"Post-Kyoto Era", climate issues in their domestic policies and international negotiating mechanism has experienced a shift from the edge to the center of the process. U.S. continued to adjust climate policy to satisfy it's interests of politics, economics, national security and international strategy.
