Research And Comparaiton Of Food Safety Ensurance System Between China And US

We have been the member of WTO for more than10years. During this period, our ecomic, politic and society were deeply affected by the global trade liberalization and economic integration. The traditional measure for custom duties have gradually reduced, however, more and more nations such as USA, Japan and other regions like EU turned to use a more subtle and flexible technical trade barrier to protect domestic benefit and relative industries. Our country is a huge traditional agricultural country. Food and other agricultural products have occupied a relatively dominant position. In recent years, our products have been rejected by many advanced countries for all sorts of quality reasons.Following is the trade war of poultry meat between China and USA for example:In2004, China and USA agreed to open the poultry meat markets bilateral, subsequently, China initiated to import poultry products originated in USA, but the USA didn’t do the same reply.In2007, the department of USA treasury made its 《Fiscal appropriation plan for Agriculture (2008)》. Its731rules clearly forbidden that the nation’s fiscal treasury budget were used to import China poultry products.In2008, in ((Fiscal appropriation plan for Agriculture (2009)》, its743rules give the same requirements as rules731.In2010, China provide trade Policy Review of the United States—advance Written Question from China to WTO, and end the war with success by China aspect.The USA is one of our biggest economic corporation partners on food and other agricultural products. According to the report of MOF of China in2010, we have gained6580.80million dollars from North America and spent21668.62million dollars on import aspect. And the volume of trade positioned No3and No1seperately in all our corperation partners. Among them, the value of the export to the USA is5780.76million dollars, the import is18611.70million dollars, all of them occupied the dominate position. Among our main38categories of export Agricultural commodities, the first three export to USA is tea, casing, garlic, roast eel, apple juice, shrimp and so on. The first three of import is America bean, frozen fish, bean oil, poultry meat and its byproducts, rape oil, sawn goods, corn, log, pulp, swine meat and its byproducts ect.The USA neither has the most robust food and agricultural products legal system, nor does it has the most rigorous justice system. On Junary of2011, the USA has implemented its new FDA food security modernization regulation. the current rules revise the majority part of the Federal Food, Drug and cosmetic regulation, either with its supervise system.Through the study and analysis of the USA regulation, along with its food safety standard, compare the different requirements on food security between China and USA. We can learn its advantage and facilitate to reform our own food safety supervision system. In this article, the author also give some suggestions on how to use WTO technology to protect the domestic economy.
