Food safety is one important public issue to people's health, as it not only involves in consumer's health, but also relates to normal development in one state's economy, stable society and its government's prestige. Over recent years along with the social, scientific and technical progresses, international food pollution events continuously occurred which posed the serious threat to human health, and draw high attention from the various governments and international organizations. Along with the global economic integration, and daily increase in trade intercourse between the various countries, the influence of food safety becomes one big international issue and what's more, food safety is the prior factor that the trade country considers in the international trades.Our country is mainly an agricultural country, therefore agricultural products are important resources in our foreign trade. Facing with development opportunities and challenges of joining WTO in the new century, the issues such as how to reduce technical disparity with the world advancedcountries, and how to enhance the entire food profession level, must be solved on our country food profession development path.This article referred to our country actual situation and explored the factors and reasons that cause food unsafe in our country. Comparison and analysis were made in the difference in the fields of food surveillance management, food safety legislation, law enforcement responsibility and division of labor and management pattern, supervision and examination organizations' establishment and their mutual relationships, administrative personnel in food safety surveillance and so on between our country and other fifteen Asian and European countries. The paper also discussed the issues in the systems of our public health surveillance management, public health laws, regulations and standard system, food theory and technical equipments.The relative reformed methods and suggestions were proposed that we should perfect our country food safety system with the international first-class mode; co-ordinate and speed up food safety surveillance and examination mechanics; set up and perfect specific food safety management organizations; strengthen the legislation degree in food safety surveillance; set up law system in food safety management; improve standard and long-term management; increase surveillance and management; cure the mess; prevent in the beginning of resources; actively guide food production industries to useHACCP and GMP; decide strict market entry and green food recognition regulations; create good and competitive environment for excellent safety food; strengthen investment and research in country food safety control with the modern theory and technical equipments; establish food safety control surveillance and warning system; emphasis food safety knowledge; enhance promotional education; increase people acknowledge in food safety; make consumer play active role in food safety.The aim is to make sure our food eatable safe, and people's health during our rapid economy development. The paper has a realistic guidance role in how to reduce food disparity with the world developed countries, enhance the entire food profession level and finally make our food industry have a place in the world.
