Natural reserves are a milepost of human ecological civilization development. Since the firstnatural reserve was built in1965, our country has made a great achievement after50years’construction and development. But the state-controlled management mode, which is adopted inthe natural reserves from top to bottom and in the long term, leads to a lot of problems, includingunreasonable responsibility distribution, unsound management system, non-standard daily work,undefined investors, imperfect management conception, unclear goals. What’s more, legalprotection is inadequate, so it makes the contradiction between protection and development moreand more prominent and seriously stop the sustainable development of the natural reserves.By comparing with foreign countries, about natural reserves, there are three managementmodes in foreign countries. They are vertical, local and integrated management modes. Althoughthe economic development status, land and natural resources attribute, and citizen’s environmentalprotection awareness are different from countries, the common factors of their success in thenatural reserves are the followings:1、they paid much attention to state legal protection.2、they usea lot of money to invest in this field.3、groups and individuals take part in actively.Its proved bypractice that natural reserves’ effective management needs state’s construction, and moreimportant is to bring local activity into play.By referring good experience from foreign countries’ management mode, considering themanagement status and problems, We discussed the classification of the natural reserves and itsstandard. After comparing the advantages, we put forward the local management mode, triessetting up in the aspects of management institutions, economic support, and main body ofsupervision. It will be carried out under the guarantee of law and coordination mechanism.
