Study On The Management Optimization Of The Nature Reserves In China

At present,the development of science and technology accelerated,prosperity and economic development,the pace of urbanization has been accelerated,however the unreasonable development and utilization of forestry resources,contributed to the pollution and destruction of ecological environment,therefore,to ensure integrity of the forestry resources,effective to maintain the ecological balance,promoting the quality of the whole society,sustainable development,the vast majority of countries and regions in the world have established nature reserves.After more than 60 years of development,China’s nature reserves have become the core of biodiversity conservation and an important carrier of ecological progress and the building of a beautiful China.The overall layout of socialism with Chinese characteristics in the new era,the "two mountains theory"(green water and green mountains are golden hills)and the concept of green development have put forward higher requirements for the current management of nature reserves.On April 20 to 23,General Secretary Xi Jinping,during his inspection tour in Shaanxi,talked again about firmly establishing the idea that clear water and green mountains are mountains of gold and silver,and proposed that people should not live up to green mountains,and people should live up to green mountains.The construction of ecological civilization does not mean holding much real money in our hands,but doing it for the sake of history and future generations.Ecological progress is one of the most important decisions made by the CPC Central Committee since the 18th CPC National Congress.It is also an important part of the Party’s governing purpose and program.It is closely linked to the sustainable development of the Chinese nation and the building of a community with a Shared future for mankind.In the context of the construction of ecological civilization in the new era,the connotation and meaning of nature reserves will undergo profound changes,and their construction and management will also face new opportunities and challenges.As the most important nature protection sites in China,how to better play and transform the role of nature reserves,accurately improve the management efficiency of nature reserves and optimize and improve the management mechanism is worth thinking.Due to the nature reserve,involving various types of protected area,the boundaries of administrative divisions according to the type of ecological elements and,since the management institutions set up is not standard,its management is imperfect,the top design is not perfect,management efficiency is low,the natural resource property right is not clear,unclear responsibilities,multi-sectoral management problems,such as prominent.In thecurrent reform of ecological civilization system,China urgently needs to optimize the management of nature reserves.Based on the mature experience in the management of nature reserves at home and abroad,and according to the actual situation of our country’s politics,economy,culture and society,the management in the cause of ecological civilization is explored and optimized.This paper points out that with the rapid progress of social economy,the contradiction between resource protection and economic development is increasingly intensified,and the problems caused by the management are gradually increasing,which leads to the nature reserves facing many obstacles in the process of development.By taking Zhouzhi National Nature reserve in Shaanxi province as an example,this paper tries to optimize the management of Zhouzhi nature Reserve in the new period and promote the overall development of Zhouzhi nature Reserve.Based on this background,on the basis of systematic analysis of the current situation and problems of the management of nature reserves,the countermeasures to optimize the management of nature reserves were discussed.After the optimization and improvement of the management,the management efficiency of nature reserves can be improved and the problems such as confusion of rights and responsibilities and duplication of functions can be solved.Based on this background,by collecting and sorting the relevant literature,combined with their own practical experience in nature reserve on comprehensive analysis of the present study,using the method of literature and comparative analysis and other research methods,the use of theoretical basis,for example in weeks to reserve for the specific research object,in order to optimize the nature reserve management puts forward Suggestions on certain operability.The paper is divided into five chapters.The first chapter mainly discusses the research background and significance of the paper,summarizes the research direction and content of nature reserves in China and other countries,and provides reference for practice.Chapter two focuses on the development of the management of nature reserves and illustrates the current situation of the management of Zhouzhi Nature reserves in Shaanxi province with examples.The third chapter analyzes the reasons for the existing problems in the management of nature reserves in the process of development and construction.Chapter four analyzes the successful experience of domestic and foreign nature reserves and summarizes their representative practices.The fifth chapter,based on some scientific theories and experience s at home and abroad,combined with the actual situation of nature reserves in China,puts forward some Suggestions on theconstruction of nature reserves according to the problems,hoping to get enlightenment and inspiration from them.
