With the development of china’s economy, more and more people realize the importance of environment. China has put the sustainable development as our basic policy, maintaining well living environment has become the most serious problem. The government is the public affairs manager and also is the provider of public goods. So the government has the responsibility of ecological maintenance, pollution management. The communist party of China at the third plenary session of the proposed "adhere to the people-oriented, set up the comprehensive, coordinated and sustainable development, promoting the economic society and the all-round development of man", emphasizing the environment of the sustainable development of the scientific concept of development. The "quick and good" to "quickly and well", the effective utilization of resources and the protection of the ecological environment status get unprecedented ascension, indicating our country will change the traditional concept, environmental protection and economic development pay equal attention to, change traditional idea that the environmental protection lags behind economic development. The chance of the idea that has important significance, which indicate our country will change the "sacrifice environment for economic growth" into the "to the environmental protection optimization economic growth" in the new stage. We put forward the concept of environmental protection in time, which is a profound reflection in pursuit of speedy development in the past, is a right choice according to the requirements of the development. This paper put the environment in the sustainable development of the government responsibility as the research object. We analyses the function definition of environmental protection, and discuss the role what government should take on. Then we further analysis how to deal with the relationship between development and environment with the economic rapid development. We take zibo city shandong province for an example, analyses environmental protection and many problems. Environmental protection for the government, not a simple administrative power, and should be the functions and duties, if the government’s policies were not to achieve the expected purpose, but to threat environment, the government have to bear the legal responsibility.
