Study On Ecological Compensation Standard Model Of Watershed Pollution

Our country now is facing a big problem of water environment pollution. Inorder to maintain the ecological balance and achieve sustainable development ofsocial-economy in watershed, it is necessary for our country to carry out policy ofecological compensation for watershed pollution. The ecological compensation is akind of way that adjust the interest among different subjects through policy, legal,economy, technology means, let them tend to balance and finally maximize theinterests of the community in watershed.In recent years, as the key to the study on watershed ecological compensation,the quantification of ecological compensation standard has become the study thatdomestic scholars focus on. Our country has made a huge progress in the aspect ofstudy on ecological compensation standard quantification of watershed pollution, suchas the pricing standards and compensation standard quantification model. However,the ecological compensation of watershed covers a wide range, which may causedifferent perspective and thinking in all walks of life. So far, with the increasing of thequantification method, we cannot combine these methods and form a generic modelwhich is applicable for normal watershed.This article firstly summarizes the literature about watershed pollution ecologicalcompensation at home and abroad, pointing out that the quantification ofcompensation standard stands an important position on it. Then generalize severalrepresentative quantification model of compensation standard in the field ofwatershed pollution ecological compensation, which include the model based onsection water quality objects of upstream and downstream, emission flux of waterpollution, sewage treatment cost curve, comprehensive evaluation of water qualitycombining total pollutant indicators and so on. Point out the advantages，disadvantages and scope of application of each method, suggest three basic principlesthat should follow—fairness, rationality and integrity. To ensure economy development and social harmony in the watershed and solve the problem which maybe probably appear as soon as possible, such as being lack of ability to pay for thecompensation subjects and the ignorance of environment integrity. Build theecological compensation quantification model of watershed pollution throughout thesuggested principles. Based on the COD flux of water quality monitoring section,combining the factor of water self-purification and dilution to analyze the flux due tocontribution of relative administrative region and relative section. And according tothat to define compensation subjects and objects and quantifies the compensationstandard.Finally, this article uses the setup data to carry on simulation calculation forwatershed ecological compensation standard to test and verify the rationality andaccuracy of the model. By calculating，in the setup case, Region A and B become thecompensation subjects, while Region D become the objects. Region A should pay26.68million for the compensation salary, while Region B should pay for24.13million.
