With the rapid development of Chinese socio-economic, environmental issues are more and moreserious, how to be able to maintain rapid economic development and to maintain the ecologicalenvironment is a growing emphasis topic. Human activities on the surface and the land-related naturalresources, not only changed the earth’s surface cover conditions, but also had a profound impact on theregion’s environmental quality, water cycle, biodiversity, climate gas regulation and ecosystem. Land, asthe carrier of ecosystems, how to plan and use it scientifically, has great influence on protecting ecologicalenvironment. In a country, the changes of land ecosystem services’ values caused by the changes of landuse types in different regions can provide scientific and effective information for policy makers, andpromote the protection of regional environmental, the sustainable development of social, economic andenvironmental.On the basis of Costaza and Xie Gaodi’s studies, the author obtains values unit area of differentecosystem services in Yuzhou by direct market value method, indirect market value and the virtual marketvalue method and correcting the space area, willingness to pay and time of Xie Gaodi’s equivalent valueunit area of ecosystem services in China, combining Yuzhou’s natural and socioeconomic status.This paper, to proceed the new plan, estimates the ecological services value of YuZhou andTowns’ three land use in2005,2010and2020with the amended values unit area of different ecosystemservices. Yuzhou land ecosystem values in2005,2010and2020are1272.9112million yuan,1633.5514million yuan and2440.9186million yuan. In the end of Planning, the highest town is JiuShan, Its value is237.3996million yuan, accounting for9.73%of the total value; followed by is ChangZhuang, QianJing, were182,3623yuan,174.6416yuan, the rate are7.47%and7.15%; the lowest is14.82million yuan,therate is0.61%.The highest per capita value is JiuShan, its value is6555.23yuan/person, then MoJie andQianJing,6433.91yuan/person,5563.28yuan/person. YuZhou’s ecological Value distribution feature ofusing Arcgis and statistical software to analysis is that the county’s western and northern is highest,followed by the central and northern hills, the lowest region of strength of ecosystem services are the centerand southeastern.Farmland is the largest contribution of Yuzhou ecological value in2020, and the value of the totalrate is63.85%, refer to the main reasons, the one hand is that farmland area is maximum, the other isfarmland in soil formation and protection, waste management and food production function are higherstrength. Followed by forestland, proportion is26.04%, the main reason is the unit area of forestlandecological services of the highest quality, woodlands gas regulation, climate regulation, soil formation andprotection, soil conservation, water conservation, biodiversity protections’ ability are higher. Once again,the grass is5.24%, the ecological value of grasslands is mainly reflected in the soil formation andprotection, waste disposal, and biodiversity conservation capacity. Then the water body, the rate is3.87%,unit area of high ecological value, in particular, in water conservation, climate regulation, biodiversityprotection and recreational and cultural functions. then desertification and land for construction, the rate is0.86%for single ecological function. wetlands are least, the rate is0.16%for less area.The region commitmented to the ecological value of the service function for the protection itsecological functions, paid labor and capital, should receive compensation of lost development opportunitiesand opportunities. According to per capita magnitude of value to estimates, towns provided compensationare four Neighborhood Offices, HuoLong, ShunDian, HongCang, LiangBei, GuCheng, ZhangDe, XiaoLv,FanPo, ChuHe, GuoLian, ShanHuo, FangGang etc. And Other towns are repayment. Atotal of ecological compensation is633.8081million yuan,the highest repament township is JiuShan which amount is167.0363million yuan, and accounting for26.35%of the total; the highest paying township rate is47.18%of the four Neighborhood Offices which is299.0106million yuan.The paper examines the rationality of the Yuzhou’s new land use planning, and first put forwardfuture land use’s ecological compensation and method, conducive to policy makers to formulate thescientific land distribution and use policies, to create a harmonious environment for development.
