The Existence Of Problems And Countermeasures Of Chinese Environmental Impact Assessment

With the economic developing rapidly, China’s environmental problems arebecoming increasingly prominent. Environmental Impact Assessment is aprevention-based environmental protection system and has the role of prevention forthe environmental problems caused by the completed projects. It is confirmed activelyand effectively by the international community. In our country Environmental ImpactAssessment system was established in1979，The law on environmental impactassessment was promulgated in2002to make the environmental impact assessmentspecification. The promotion of environmental impact assessment in our country hada great significance and role for the prevention of environmental pollution andpromoting environmental protection work.Through analysis and summary the materials of domestic and abroad aboutenvironmental impact assessment, compared to status quo of the domestic, combinedwith the problems I found in the practice work of specific environmental impactassessment, this paper discussed the problems of environmental impact assessmentfrom laws and regulations， technical guidelines and operational level. The paper hasalso put forward improvement countermeasures direct problems of our country’senvironmental impact assessment.In terms of laws and regulations，liability need to be further clear and some lawsneed to be further refined by the relevant laws and regulations of our country’senvironmental impact assessment. In terms of technical guidelines，the technicalguidelines system of our country’s environmental impact assessment is not complete.There are problems and controversies in some guidelines. Relevant departmentsshould perfect environmental impact assessment technical guidelines as soon aspossible，and modify the problems exist in the apply process of technical guidelinesIn terms of operational level，there are a lot of problems in public participation、the cleaner production and the accuracy of environmental impact assessmentconclusion.In public participation classification system should be taken. Through improvethe comprehensiveness of public information、the representation of participate、thescientific nature of the survey questionnaire design and strengthen review of efforts，the accuracy of the public participation is improved. The awareness of public participation should be further strengthen to correct problems of public participationand operational aspects. In the cleaner production analysis, the relevant departmentscan strengthen the cleaner production training of technical personnel and establishcleaner production database to improve the accuracy of the analysis, and increasefeasibility of clean production improvement program and proposal. The accuracy ofenvironmental impact assessment is affected by various factors. Developing theeconomy continually，further harmonization of the relationship between economicdevelopment and environmental protection， strengthening the management andpunishment for evaluation unit and the construction of the environmental impactassessment technical personnel to improve the accuracy of environmental impactassessment.This paper has a certain reference value for improving relevant laws andregulations of environmental impact assessment，perfecting technical specificationsand guidelines and improving some problems in operational level.
