Study On The Environmental Impact Of The Planning And Construction Projects Of Villages And Towns And The Countermeasures

With the development of the times,urban construction has entered a new era.The demand for construction land is increasing,and the contradiction between people and land has become increasingly apparent.Environmental factors were often ignored and speed was blindly pursued in the previous development process,which resulted in the later development of being restricted by many factors.Environmental factors were particularly serious.Although the country has formulated a series of laws,regulations and policies in response to environmental issues,it has not done enough in the impact of planning and construction of villages and towns on the environment.Planning environmental impact assessment has not been widely used in planning and construction of villages and towns.Therefore,it is necessary to carry out research on the environmental impact of the planning and construction project of villages and towns on a certain area and its countermeasures.Firstly,the theory and practice of relevant research at home and abroad are explained.The environmental impact assessment theory of the planning and construction of villages and towns is analyzed.Secondly,the environmental impact assessment index system is constructed through the identification and screening of influencing factors.Moreover,the planning,construction,environmental status and characteristics of Jiangsu Genggeng Industrial Concentration Zone in Wangzhigang Town,Baoying County are investigated and analyzed.By applying the constructed index system to Jiangsu Genggeng Industrial Concentration Zone,the evaluation,analysis and research are conducted.Concluded as follow:(1)The specific steps of the environmental impact assessment of village and town construction planning include three aspects: work plan,work implementation and work summary.Drawing lessons from domestic and foreign experience,the corresponding indicators were screened and adjusted.An evaluation method system suitable for villages and towns was constructed.On this basis,the three specific steps of the environmental impact of the construction of villages and towns were analyzed and studied in depth.The advantages and disadvantages of the system were also discussed.(2)The establishment of an environmental impact assessment index system for the construction of villages and towns is mainly embodied in the corresponding objectives,criteria,and elements.The most important of these are the elements that reflect the characteristics of the uppermost layers.These elements are used to specifically explain and reflect the characteristics of the upper-level indicators,and they are all comprehensive indicators.The successful establishment of the system enabled the study of the environmental impact of the Genggeng Industrial Concentration Zone in Jiangsu Province.The results presented by the evaluation system are used to further analyze and study the environmental impact of the planned area.At the same time,in practical application,the shortcomings and shortcomings of the system are also discussed.(3)The analysis shows that the main problems in the planning of the Jiangsu Genggeng Industrial Concentration Zone in Wangzhigang Town,Baoying County are in the three aspects of air,water and noise.In the follow-up development,targeted measures can be taken to prevent and solve.On this basis,the social economy of Wangzhigang Town will develop better and faster.The living standards of the people in Wangzhigang Town will be further improved.This also fully illustrates the importance of applying planning environmental impact assessment in the construction and development of villages and towns.
