Beijing is facing a situation in which the wastes are produced more and faster than recycled. Therefore, waste classification is urgently in need. This paper studies on the current situation of waste classification and recycling in Beijing, and discussed about the restraints and causes in implementing the policy, by using documentary analysis, quantitative analysis, case analysis and comparative analysis as research methods. Further, the necessity and feasibility of marketizing the methods of waste classification and recycling are discussed and proposals are put forward, with the advanced experience of foreign countries as references, and recycling economics and institutional economics as theoretical bases.The results show the existing problems that the lack of production responsibility system and market-based instruments are barriers to implementing waste classification and recycling policy, which ultimately arc caused by the absence of effective incentive system, low level of industrialization mechanism, and the full responsibility of waste disposal service by the government. However, the theories of material metabolism and recycling economics regard wastes as a kind of resources with considerable economic value. And waste recycling, namely pre-public articles, can be completely provided by individuals. Therefore, marketizing the methods of waste classification and recycling is an effective way to solve the problem of waste classification and recycling.
